		<description>Because a person needs to want the help.  Also the beds that are available don&#039;t meet the demand.  Programs want to take those that want to be there to be successful rather than give a bed away to a person who is coerced, and likely to break rules, and wreak havoc by sneaking in contraband, and its negative to those who want the help that are there.  You need to change people places and things.

In my state, DE there are 200 beds for drug/alcohol, the need for beds is 4000.</description>

		<description>they have to want help and to get off the drug/alcohol or after rehab they&#039;ll be right back on it. it&#039;s hard and it takes work and they have to be willing to do that. have you ever tried to teach a kid something they don&#039;t want to learn? kinda the same.</description>
