This way when a smoker whos had the vaccine smokes a cigarette it does nothing for them so in theory they'll quit. I just read about this in the LA Times online paper. Sounds really cool as I am a smoker who is trying for the umteenth time to quit. It is a serious addiction, one that is extremely hard to break. I am only on day 2 cigarette free. They must have solutions to problems with those addicted to illegal drugs. Cigarettes on the other hand are not illegal. They try to discourage it with an extra Cigarette Tax at tax time, but if you still choose to buy them, there is no punishment. They seem to still condone the usage of them due to the legality.
